no what made silver a satisfying rival was that he grew as a character. being able to evolve his golbat into crobat meant he learned to care for his mons; instead of having them be the tools of his success/failure he learned they were his bros. not any of that edgelord shit. none of your other rivals actually had character growth excepting maybe hugh because he learned to accept the reformed team plasma.

He had a bit of development after he lost to Jupiter at Lake Acutity and Uxie was stolen right before his eyes. After that, he's a lot more focused in the other two times you encounter him. Still hyperactive, but notably more focused.
