Terrorists don't, at least in this instance. The problem is that people nowadays are a bunch of overly sensitive cunts.
They will cut all the Team Flare plot and replace it with character drama and little mishaps involving wild Pokemon and the plot will be infinitely better as a result.

The most hilarious part is that Team Plasma was going to be introduced in a 2 part special where they went to war with Team Rocket over a meteorite they wanted to weaponize.
The episodes got banned because Jessie, James, and Meowth get the meteorite and use it to fire a Wave Motion Gun at Castelia City, creating scenes of mass destruction TCP decided were too graphic for Earthquake-traumatized Japan.
So basically, Team Rocket succeeded in destroying Team Plasma in that their laser weapon cause the epsiodes that were to introduce them to get banned.
Lumiose is not Paris
it's just a generic in-game city that happens to look a lot like Paris
