I think it is ingenious in Hawlucha, because its concept is pretty much fighting manlets in animal costumes, not animals themselves. This makes that mouth seem justified and, dare i say, fitting.
It still looks jarring as hell on Lucario, and in most cases it genuinely hinders the design with some huge anatomical WTF's.
