I found that the speed game doesn't mean that much when there's priority and boosting running around everywhere.
Breloom has 70 speed? technician boost Mach Punch fixes that.
Sableye and Klefki have shit-tier stats? prankster will-o-wisp and thunder wave solve it.
Feraligatr has 78 speed? Dragon Dance it up so you can go faster and hit even harder.
A good balance team only needs maybe 2 fast mons and I say that 110+ is the good speed tier to keep at. If you're boosting, you want to at least beat out 135 speed after a boost.
but I typically favor bulky offense play with a few speed booster or priority mons to serve as support for the heaviest hitters.
