This actually explains the Venonat/Butterfree issue. Lots of gen 5 pokemon lines are meant to mirror gen 1, these are a clear nod to the strangeness we see with the lines but to show that's how they're supposed to be and it's a mixing of species' characteristics.

Fuzzy caterpillars usually turn into moths and smooth ones are usually butterflies. If any of you spent time catching and keeping bugs like the creator of pokemon did you would know this. Caterpillars are often dramatically different from their adult butterfly forms anyway so it would make no sense to look like its final evolution.
