Keep in mind what the name of the bottom tier is in each gen. In 1-2 it's UU, in 3-5 it's NU, and a few weeks ago we got Gen 6 PU for complete trash. So obviously gen 1 UU is not equivalent with gen 6 one.
It's also worth noting that not a single legendary was found in the lowest tier in the first three generations. Most likely because of the general playstyle, which corresponded closely to bulky offense (gen 1) and balance/stall (2 and 3), allowing legends to benefit from their above-average bulk and attack stat despite their atrocious movepools (which most Pokemon had anyway). Gen 4 killed viability of half of them when being as mediocre as they were was no longer sufficient.

Nigga fuck people telling you otherwise. It's as effective as any other sticky web users. With a focus sash it's good for two turns. I like mine carrying alot of priority, shadow sneak and sucker punch to do as much minimal damage as possible. And if you can get away with another turn, it's swarm mega horn is pretty vicious. Sticky web itself is such a useful means of speed control any team appreciates are bro mons contribution.

Only sometimes and it plays a different role than Clefable usually does in OU anyway.
All this said, of the three fully evolved mons you posted, Lumineon is the only one that sees even a little use and it's generally outclassed by Pelipper as a water type defogger anyway. PU doesn't have that much in the way of NFE mons either outside of the occasional Fraxure, Machoke, or Clefairy.

I sometime use a Leafy on my mixed teams aswell, and he can do serious damage against cookie-cutter ou teams run by people who don't have much experience with non-ou mons. I initially tried him out just for fun because I needed a knock off user and didn't want to use the common ones. High attack stat, not terrible speed and one of the highest physical defenses in the game.
So a great physical wall that hits hard, many of those annoying bulky water mons go down to one leaf blade, an unexpected aerial ace can destroy fighting types and fellow grass types if they try any spore/sleep powder shenanigans. Synthesis lets him live long and prosper a slong as he's kept away from those special ice beams and fire blasts. Final move slot is sometimes wish or heal bell just help heal other pokes too, sometimes sword's dance or roar, or for further coverage x-scissor.

Basically he's a really versatile mon, he can be an awesome attacker or a great support mon with decent attacking potential. And most importantly he's adorable.

We've got Rotom and Magnezone which miss out on speed and don't really do the same thing as Jolteon anyways.
Thundurus-T is also pretty slow and prefers boosting sets anyways.
Thundurus-I is actually banned.
Raikou's a decent alternative but it misses outspeeding Alakazam, +1 Gyarados/Dragonite, Starmie, and the rest of the unboosted tier. It also doesn't have an ability.
Stunfisk was amazing and is still amazing.
But I guess Arceus-Electric... no wait, that lacks Volt Switch.

Alomomola is used pretty frequently in teams over 1600+ actually, to the point where people believe Vaporeon is the inferior choice. Milotic's OU analysis uneventfully disappeared while Alomomola's was updated two times.
