Sand storm collects rocks and pelts the opponent with them repeatedly. Sand is made up of rocks.

Because you don't need wings or flight to make a whirlwind. For example, Snorlax can use whirlwind because its so big it can create a massive gust of wind.

Maybe you have to fly to produce THAT kind of wind. Like mega punch is just a heavy punch that a lot of mons can learn without being fighting but close combats an inherent technique or someshit
