So here's why this doesn't work:
Mega Gallade has fantastic stats, type and movepool. It was designed around having a niche ability, like Garchomp, rather than relying on it like Talonflame.
Adaptability does not work thematically for Houndoom. It's for Pokemon that "adapt." Dragalge and Crawdaunt get it because they use camouflage and batesian mimicry, respectively. Basculin adapted two different forms, Feebas can live in polluted water, Porygon is a program, etc. Much like Technician, it naturally works for any fighting type, despite only Mega Luc having it. Houndoom just doesn't fit.
Steelix should Magnet Pull, which fits its design and deals with balloons.
Glalie does not learn any sound moves, so Hyper Voice especially makes no sense.
Play Rough makes sense thematically, but a more useful move would be Me First.
I'd say Milk Drink makes more sense for Ampharos, because sheep's milk (Gogoat gets it, i.e. goat's milk). But Wish definitely fits its pivot role better.

Sceptile does not need more speed. It already outspeeds everything sans priority and this doesn't change that. What it needs is a reliable boosting move like Growth, or another nuke like Draco Meteor, which Charizard and Ampharos would also have to get as a formality (the latter would benefit a lot).
