Because they were new, so they didn't know which ones would be popular yet.
2 years have passed now, so Game Freak knows which Kalos Pokemon are popular now, so expect to see some in Z.

Mega Evolutions were partially introduced to make old pokémon new and interesting again.
I'm just so sad that they will completely disregard that and give away tons of gen VI megas in Z, only a few years after they were introduced. We already saw that with Diancie.

no. The whole focus of the region went to oldies that could mega evolve and those that got powerful by becoming a fairy. The new pokemon are just the so we can call it a new gen.
