Wrong. VGC uses Moody on literally every Smeargle.
Minimize is just not used very often, because the Pokémon who get it are mostly pretty slow, so you can easily double target that slot and get an easy 1-hit K.O. And even after a Minimize boost you still have a higher chance to K.O. the Minimized mon than it evading your moves.
