So where most admins in DPP and ( just speculating here since I haven't played gen V) BW. Thing is, since they are but helpers of the main antagonist and thus are not the main antagonist, most of the weight of Flare's and thus their evil actions falls on Lysandre. See Malva for example. She too was all for wipping out the vast majority of life from the planet and in the process damage far beyond the point of recovery. She surely paid no small part enabling Flare get that far and not even once was she portrayed as evil. All of the responsibility for her actions was deviated to Lysandre for the sake of making her appear as 'neutral' if bot outright 'good'.
