The reason this percentage makes no sense is because Pokemon who battle more will obviously have the most losses.
The reason Sceptile is so low down is because the person is probably considering all of Treecko's losses in the Gyms in Hoenn. Treecko usually beat one Pokemon in a Gym and lost to another, so it has a lot of losses despite being Ash's most used pokemon.

Actually, the only mon that that premise applies to is Pikachu, since it is the only mon that has been consistently shown battling through all of the series. Previous Mons only appear on certain occasions like a league, and their power levels seem to be fairly consistent. Pikachu is the only one who is the definition of "as strong as it needs to be".

In my view, there is no such thing as a "unique" power. Few people can understand how to do it, but that doesn't mean it's beyond the capability of anyone to do it.
