I believe it has many definitions but I think the Pokemon master Ash seems to be aiming for is being the strongest/unbeatable trainer using the Pokemon he has captured. Therefore beating all the tough trainers such as the Champions from each region.

Really, feels shorter to me based on the titles etc.?
It's usually 3 rounds of 3v3 battles, then the quarter finals, semis and final which are all 6v6 which comes to 6 rounds in total.
This time it appears to be 2 rounds of 3v3, then the semis and final which are 6v6 which equals 4 rounds. Obviously there could be timeskips or montages that fast forward his progression.
