I imagine they would have said the reason why he is so low on the list, one of which probably being it's HP stat, and basically a gamble to see who goes first if you aren't scarfed. Also completely relies on what Pokemon your opponent has on the field

Yes. Half the gyms here are headed by vapes.
Also IMO should never be able to find Vaporeon, or any fully evolved Pokemon, in the wild. Want a Vaporeon? Catch eevees. Same with venosaur or any of these other pokes prior are catching, it takes away so much of the game if you can just get a fully evolved Pokemon without evolving anything.
