Because there's no sense to be made of it. Atlus' take on the supernatural elements of its works generally boils down to "It's magic, I ain't gotta explain shit." Or "It's Jungiany Psychology, I ain't gotta explain shit" if you prefer. This isn't the Nasuverse where there's an encyclopedia of information on how every spell, every action works in context with the others.
Almost all of the changes over the series have been due to gameplay. Why are wildcards more of a thing in 3/4? Because they wanted the protagonist to feel special and to make the party members feel more individual. So they give access to more Personas than ever exclusively to the protagonists (except in Q, where they handwave an excuse for the gameplay).
Why did they summon in the real world in 1/2 but not in 3/4? Because they wanted the games in 3/4 to be tied to specific locations. We can make up excuses like "Philemon aided their summoning and now he's too weak, so it takes more effort to summon in reality," but it comes back to gameplay.
And in the future, we can be sure all of this could change if they found a gameplay or story reason to do so.

P3 will be more enjoyable now that you've played P4 so you know what you're getting into. Here's the differences:
-Instead of varying dungeons, you just have 250 floors of tartarus
-Social link maxing is much more difficult
-Atmosphere is darker, subject matter a little more grim
-You will get your ass kicked by tables.
Play it. You'll like it if you come in knowing it feels like a longer, more drawn-out ride.
