I use Chie for clearing trash with sp-efficient aoe (before relaxing wave + chakra ring door naoto) and kanji for bosses. Chie has this awful lull in the mid levels where her only aoe is heat wave, which is shit and usually prompts me to bench her until she gets agneyastra. Otherwise her spells, damage and utility are inferior to kanji. Her only real advantage is she crits more which is nice but unreliable.
