If you want a good Minmatar ship, your options are more or less limited to the Breacher, maybe the Stabber, the Typhoon if you believe that one guy and the Naglfar + a handful of the T2 ship range and the Svipul.
If you want good ships in general, roll Amarr or Gallente.

Stay about 10 jumps from GE and you are golden. Use dotlan for activity. Most of the back water systems with stations avoid, those are for the ratters/miners.
Avoid: 5-N2, GE-8, BUZ, V2-, HP-, UCG, QET, 6BP, W-MP, V-3, HED.
Those are the ones I can think of off the top of my head. They are the ones with 15+ locals at all times who WILL form up to fuck you up if you go near them. Especially HED, UCG-BUZ-QET, V-3.
Everyone should just avoid V-3 at all costs. It's a bad system.

You get some racial ship skills based on the type of character you choose but don't let it stop you picking whatever you like.
