Kind of but 3 at least had more justification as to why there was more down time.
P4 doesn't even pull the whole "let's search for clues" after the boss fight where you explore the room and dig up some extra dirt.
3 at least had characters with arcs and development. There's just no weight to anything that happens in 4. All the stuff the characters deal with was shit they would have dealt with without shadow intervention anyways.
No one goes through the shit Junpei or Yukari did. No one has to face any real dramatic reveal. Nothing actually happens.

I'm not so sure on this. I can definitely see Kanji, Rise, and Naoto at least getting neck-deep into shit before realising that they were doing things the wrong way and trying to change. Especially Naoto.

Not the same anon, but I agree that both P3 and P4 have really bad pacing problems.
Obviously the characters still have real-world obligations (and in P3's case, SEES was led to believe that defeating the full moon shadows was a good thing, so they were bound to a year schedule) they can't just give up on to pursue a case no one else believes in.
Still, there has to be a better way then leaving you to go to hot springs while a serial murderer is roaming your town. It seems like the kind of thing that would weigh on you a lot, and it shows when Nanako gets kidnapped, but it baffles me how quickly Yosuke got over Saki's death.
To varying degrees though, all the Persona games have tone issues. Persona 4 just stands out as the worst example if for no other reason than the message put forward about media perceptions of people (pushed really hard in the fact that every party member after Chie deals with it in some way), different views of what's 'true', and the things 'society' is responsible for, are cast aside like toilet paper so they can get in more bad comedy writing.

Her main problem was that she had so little self-esteem that all of her self-worth was dependant on how others saw her. She thinks acting like a fictional detective and behaving the way she does will make others value her even though it does the opposite. Since she's somewhat detachted from other people (especially her own agegroup) she never realises that what she's doing is wrong.
Her SL almost never focuses on her gender or her conflict with the police over age but has a lot more focus on her learning to be confident in herself and like herself, and being more open to others.

So then, what is everyone betting on to be the main mythology for the game? In P3 we had ancient Greek, and P4 was Japanese.
Based on what I've seen being guessed, the following are all candidates:

A major issue I had with P4 was that too much time was spent just recruiting your party then it was dealing with an actual villain or story.
There where barely any legitimate loses for the party, there was no real opposing force and the characters basically where all dumbed down to one note personality quirks and had the same emotional responses to everything.
What's worse is you could cut out most any one of them and the "story" wouldn't be any different.
