You can use them on Eve. Any planet with an atmosphere works, but their efficiency depends on how thick the atmosphere is which is why they ain't that good on Duna. Atmosphere of eve is really thick.

fuel cells should be at the bottom, near the engines. Hexagen could go in the trash bin too.
Maybe you could try to make so that propellium and oxium are already LF and oxydizer, as there is only an extra 1:1 step in between themand maybe make so you propellium=/=hydrogen, so propelium aka kerosene is got only underground and on eve's oceans, while hydrogen is a low density fuel that is used or in nukes for best ISP or in normal engines with tweakables for a boost in ISP. but SQUAD would never implement that

Goddammit I love improvising and jury rigging solutions in KSP.
Once, I didn't have enough fuel on my Mun lander and had to make Jeb abandon the lander and jump out mid flight to circularize his orbit for the ship rendezvous with his goddamn jetpack.
And now, my Duna ship was critically low on fuel during the return and I used about 500 units of monopropellant to shave off 150 m/s off my return kickburn to Kerbin, and got another 100 m/s out of my fuel thanks to the reduced weight. It made the difference between being trapped in solar orbit and staying in Kerbin's SOI.
This is fun.

I haven't run across a videogame that has that whole "plan and execute the exploration and exploitation of the solar system" angle of High Frontier yet.

The key part there is the exploitation. HF is essentially about that, the whole point is to get out there and land on shit to get whats there. Stock (base game) KSP has none of that, it's a "build your own Apollo program" game. You can get mods to introduce ISRU, or the more exotic techs from HF, or even making bases and things, but still nowhere near HF levels. It's also lacking a lot of things in the construction element (for example, there are no radiators whatsoever).
HF is more of a 4x, KSP is a simplified sim with light heartened tone, and a fairly crappy "tycoon" mode.

I guess they're helpful for a quick TWR push at launch or even RATO on jets though. Given the crap start to stock tech tree using them as sounding rockets sounds a bit strange, RoverDudes mod specifically for that purpose seems like it would be better.
