The yellow glow means that you are getting bonus experience for doing those heists. The little + sign above the heist. The most + the greater the bonus experience at the end. Just do one of them and the + will go away.

The glow is entirely different from difficulty.
If you play a single mission a bunch of times in sucession, it eventually starts to get a -exp modifier and a red glow, bsasically telling you "Hey, go and do something else for a while".
Conversely, if you haven't played a mission in a while, it'll get a +exp modifier and a yellow glow, telling you "Hey, if you don't want to stare at the fucking sun every time you open Crime.net, go play this mission".

Before there was 4 guards inside, a possibility (more like always) for 2 gensec to arrive and a guard sitting in the toilet. That's 7 guards. That means you had to answer four pagers, get the dom and joker the toilet guard and finally get the double dom on the gensec.
Now there is 2 guards inside and a possibility for two gensec guys standing outside and if you kill them then Hillary Clinton wont send more guards there.
