Levels are only useless in DDS if you've rushed Null Attack, because then you're immune to all but Almighty. Which means levels are FAR from useless until end-game and NG+, which are the only points in time where you'll realistically have access to Null Attack.
Another obvious problem is the fact that the rest of your party members are far behind Serph's level. Lower VI/MA means more physical/magical damage taken.

My suggestion for Orochi is to try and get Phys Resist and/or Null Critical on at least one of the party members you wanna fight him with. Null Critical is the easier one to get but Phys Resist is the more useful one because Orochi LOVES spamming Mad Rush. Also, (element) Resist passives to cancel out your weaknesses and avoid giving Orochi extra turns is practically a requirement, because that scaly fucker's got access to all 5 elements and he WILL hammer you down if you let him. Shield spells won't cut it for this fight.

Beelzebub Fly form is easy, you just need to stay on top of your game and Dekaja his buffs at every single chance. Null Phys will help with the Mind Scream spam that occurs during the later phases of the fight, and Resist Force/Elec are handy to lessen the damage of Mazandyne/Maziodyne. The only necessary skill for Beelzy fly is Null Death. You CAN NOT get by with Death Resist.

Well put it this way: beating Beelzebub Fly form gets you access to two of the best skills in the entire game: the one and only Death Flies, and the passive skill Auto Soma. Yes, it's a full heal/MP restore after each battle. Yes, it's amazing and makes later mantra grinding far less stressful because you no longer need to worry about HP/MP outside of battle.
Alternatively you COULD have one character spam Null Death shields every turn, but that means you'll have a lower damage output. Death Flies still does a lot of damage, even with the instant death component rendered null.

I didn't like P2's battle system to be honest. Negotiations and interactions were fun, but became a chore. You had to spam fusion spells on auto to win anything. And it all took unneccessarily forever, without good grinding spots (excepting the Quests. But forcing us to do them over and over to unlock the rest was a dick move. The Persona Thief quest with it's pitfalls and mazes was a fucking bitch to get through. Took me 4 hours exploring everything, for shit items. At least the NPC in charge of the Theater was fucking hot. We really need more lewds of her, for sure; lewds that we'll never get drawn for us;_;)
