The Yuropoors have their launching facilities over in French Guiana, the Mericans have their launching facilities at Cape Canaveral, Vandenberg, Spay Sex Texas, and that one in Virginia. The Japs have theirs over in Kagoshima, which is more south than Vandenberg.
In all practicality if the ISS had excluded those traitorous Russians from the beginning, it could have been placed at 32 degrees inclination. 38 if you absolutely had to have Wallops. It would have allowed heavier launches and more modules for the same amount of fuel so far spent, theoretically.
I'm excluding China's launch facilities not only because they're more south than Kagoshima but also because the US has their panties perpetually in a bunch over the Chinese space program.
