2) delete any old hax payloads on SD card from when you were on 9.3+(if they're are .bin files on the root of you SD card delete them basically)
3)put starter kit and rxtools folder in the zip all on the root of your sd card
4)go to https://dukesrg.github.io/?rxTools/sys/code.bin in the browser so rxtools can install data for the first time.
5)once its done go into settings and choose "quick boot" and check it. now quit and this time run browserhax to install menuhax 2.1
6)once menuhax 2.1 is installed go to configurations and set it to autoboot. it will ask you to set a button to launch menuhax. tapping the touch screen is the autoboot option
7)turn off system and go download ctr boot manager from here

I've tried deleted the extdata folder and reinstalling Menuhax but it just takes me back to this frustrating cycle. What can I do?

You mean the Savegame manager homebrew? Well if you can run homebrew you can run the app. Runing homebrew on <10.3 should be easier depending on the version you are on, since browserhax and menuhax both work on 10.3 (and therefore, should work on anything <10.3)

I'm getting really fucking confused at how this emunand shit works. I'm pretty sure I formatted my sysnand (took the sd card out before setup was complete, used TinyFormat - the fuck is the point of that thing), and all my downloaded games were gone. Thought that made sense, but now I've gone into rxtools and launched emunand, and my games are STILL all gone. It says RX3D or whatever in the settings, but I don't want to update because there is no evidence anywhere that my sysnand and my emunand aren't the exact same thing, assuming my old Nintendo 3DS folder is just leftovers.

Also, tip for everyone: Try and uninstall Menuhax first, run from Ironfall. That way you don't have to remove your SD card and save yourself a heartache when you think you bricked. It also didn't delete my games this way.

That's the plan. The phone's connection lets me use the QR code but the problem now is loading up browserhax is immensly slow and it stops at a red screen and wont go any further from there. I'm not sure if it's because it's downloading something and the download is going too slow or what but I'm probably going to need to find another connection quick.
