Make his FtH damage dependent on the Max HP value of his target. It's shit if they have relatively low Max HP, but fairly high if they have good Max HP. Straight %hp damage won't work; it has to get quadratically better the more HP the thing he's shooting has at full.

There's a fair chance that Mercy started training at a young age. A prodigy that's good at schooling and/or is almost exclusively trained in their field of expertise can have a medicine-related doctorate by the time they're 20. Her huge hate-boner for people being hurt and dying at ALL implies a deep-seated trauma that drives her to prevent all kinds of harm (even if it means saving people that really ought not to be saved), unlike Ana who understands that hurting people is going to have to happen (even if she doesn't like it).
