The spawns are random and higher level pokemon appear near gyms that have high ratings within one mile radius. However these are places that also have a high concentration of gyms and stops and only when there are lures.
If there is a huge concentration of people around near what I mentioned above, then there will be higher level or uncommon pokemon spawning, depending on the users trainer level.
So the best times to level is literally clockwork.

Have you tried logging to the game on your cellphones and catching anything?
I'm starting to think that it isn't really a bug on Bluestacks' behalf, but rather Niantic is trying to block your google account from interacting with the game.
Which is why the game crashes whenever you: 1.- Catch a pokemon.
2.- Open the menu to check you pokemon stats.
3.- Your character dissappears after participating in a Pokemon battle (Making it impossible to take over a gym).
