Valve couldn't reasonably expected to shut down every single skin Gambling site, but as long as they ignore the existence of them they make themselves liable because their silence is an endorsement.
Today's announcement isn't anything but an attempt to limit their liability. If they can provide that statement along with one or two examples of them taking down gambling sites they can prove that they "Made every reasonable effort" and couldn't have feasibly stopped Mickey Twinkleshits from stealing his mom's credit card to gamble her money away.
