Most basic advice I can give is to simply practice in a bot game, just get as many active items as you can and focus on using them as best as you can.
Also, finding a hotkey setup that you find efficient / comfortable is absolutely key.
You might be able to find a custom game that can help you practice aswell, I don't know of any but it's good to lok.

so i've been working on a program kinda like overwolf's shitty DotaPlus
when you load into a match it shows stats like your teammates past performance and hours played and shit like that, and also lets you set notes about teammates that persist between matches. and you can view notes that your friends have set on other people
anyway i've been making the client in WPF so far but i'm really fucking bad at doing the UI in that so I'm thinking about doing something like this instead, a program that just sits in your clipboard and waits for you to enter a match, then shows a popup bubble which when clicked opens eg. "http://www.shitsite.awd/match/123" and on that you can view all the stats and set notes etc.
i feel like opening a browser each match is more effort than most people would be willing to put in
