This one is actually so that you're aware of reviving enemies. If it had no audio cue, you'd only have the visual cue, which could lead to scenarios where you have enemies rezzing behind you with you being completely unaware. Even though you can't stop the ult from coming out, the audio cue is there to give you a chance to react to it, which is in line with some other ultimates.

If it's worthless against these (and even when it works correctly Genji has enough time to reflect) then I'd dare say it's not fulfilling it's function correctly. Movement in general in the game is extremely fucked up as evidenced by Roadhog hooks too.
