Kira needs to be properly balanced more.
The issue with Kira isn't that she's necessarily overpowered, it's just that like with Stoker and Redeye, she's a class where if you are a newbie you will almost always die on your first encounter with their ability. The difference being is that there are obvious counters to Redeye and Stoker's abilities, whereas a newbie likely won't know what a longjump is until they unlock the Assault course.
It also doesn't help that a Kira player who really knows the map can easily wreck half a team. I can't tell you anything more frustrating than losing half a newb team on Market because some Kira dropped the laser beam right as they were exiting spawn, so we basically walked into a pillar of fire right before we even saw the laser sight.
The issue is, against decent players she's perfectly balanced, but she'll stomp anyone lower without even a blink.

Panic Molotov's are the work part of stoker, but I love how he's basically Skyhammer with more tactical options and a british accent.
