Depends. There are a lot of aspects to art, and just saying "this guy is the best because he can do this one thing well" kind of undercuts how well people can work within their individual skill sets.
Bombay, for example, is absolutely amazing at backgrounds and lighting, but is really weak when it comes to actual characters and faces in particular. Springtwerp is great at coloring and shading, but a lot of his character posing looks stilted and inorganic. BBGM has technical detail coming out his ass, but can still flub perspective like the worst of them.
To me, asking who the best artist is, is like asking what the best class in TF2 is. Everyone has their strengths and their weaknesses.
