Put in steam trading with loadout cards, only cards obtained from cases can be traded.
Focus on adding more maps and game-modes, the average player is a shitter and doesn't care about small fixes while the better player can deal with it if it means more content.
Put in a similar ranking system next to level system similar to dead by daylight, gold ranked players = nonshitters with good k/d ratios and a lot of objective-only scoring exp, lead players = shitters with poor objective-only scores and bad k/d ratios. Higher ranks get split 50/50 amongst teams.
Enforce autobalance on servers if a team is down by two players or more. This shouldn't happen after the game has been going a certain time or reached a certain point just like votes.
Something similar to Overwatch that advises players to switch their merc, such as stating "your squad isn't very well balanced, consider a medic" or "this team already has 2 medics/snipers, consider not being a piece of shit."
Make vote-kicks require 1 less vote than they do now.

Zombie Panic Source had a map like that. It was called Red Queen. It was basically a map where you shot zombies in a shitty call of duty style scripted recreation of the first Resident Evil movie. Only shitters played that map.
The best maps in ZP:S were the ones where you got to roam around, looking for supplies and barricading up rooms with props and boards.
It's really sad that game was functionally perfect and Contagion was a wad of shit with a lot of baddy implemented good ideas and the WORST sound design I have EVER seen in a game.
