Probably, but Blizzard seems to care more about the top ~100 not being able to exploit (instead of just banning or de-ranking anyone who does it by hand) than that their system actually works well for most people.
Ironically, all the safety measures they put into place to prevent people from exploiting their rank up seem to be perfect for griefing if you don't care about your own rank.
Why is everything about her so awful? She's a shit character, her ult is shit, everything about her is generic as fuck and neckbeards drool over her. This is such shitty character design yet Blizzard is still getting props because she's a 19 year old gamer. If making characters is this easy, I'm surprised no other game features a nearly under aged girl in a skin tight jump suit, because Blizzard just did it and it's really fucking successful.

When Widow was still broken as hell, a Widow main talked about how he had queue times of 10-20 minutes or so, and after Blizz did investigation, they found that so many folks avoided him because he played Widow that it was throttling his queue time.
He was the only one I recall going public with his story, but I doubt he was the only one who it happened to.

Good Torbs? Pretty hard to do, something like multiple Zarya and double Lucio will still do it easy though.
Average solo queue Torbs? Literally any balanced team composition with tank support and some long range dps deletes Torb stacks who rely on their turrets and don't use Torb's amazing gun.

My stats arent updating in game on ps4 the last 2 games. It'll go a little bit and then just stop counting dmg, kills, deaths, etc. Not sure if just visual bug or not showing at all. All the Junkrats Ive been seeing just walk along the ground spamming grenades over things hoping to get a kill.
But in reality he has probably the most mobility in the game, maybe minus Rocket Egyptian. You can jump over so many buildings and get behind the enemy. If a turret is giving you trouble then you can just jump behind it, using the buildings for cover. Flank routes? Make your own Flank routes. Giant fuck off shield blocking your attacks? Jump behind it!
You can jump so often and so far its amazing. Why does everyone I see limp along the ground?
I actually hope his ult gets a small nerf at some point so the idiots who don't know how to play stop playing him so I can more.

The problem is actually Winston and Roadhog.
Reaper is the only thing keeping these two in check. For example, Soldier and McCree have both 200+ DPS if getting consistent headshots, the problem is that in the time they do this Winston jumps on them, holds down a button and they melt like butter. Reaper is the only one who can actually hold his own against them.
Really the problem is characters being too tanky while having too much damage.
