Alright, I've gotten up to speed with Victoria 2. I've learned the essentials and managed to do well as Austria and Britain in 2 full play-throughs. Now I want to do something a bit more challenging.

I want to take a "B-team" nation and make them the dominant power in the world. By B-team, I mean a nation traditionally considered the "little brother" of one of the grand empires. I'm thinking either Ireland, Hungary, Ukraine or Catalonia.

For the first 20 years, yes. Afterwards they become generic as fuck, buy you can still do a lot with them as you keep your 15-25ish brigades until the end of the game if you pay your soldiers decently and you should be able to repeal Brazilian troops until they're all dead and even send Yanks back to the sea if they decide to mess around with you, not to mention all the pops you can get by annexing Uruguay after they get past their immigration boom. It's also one of the most literate nations of South America by the start of the game, only behind Chile and Uruguay IIRC.
The first 5 years are painful as you get no diplomatic points at all though.

Micro in DW is odd since the ships act on predetermined behaviors, but you can still give them orders. Sometimes it feels like herding cats, but once you understand the mechanics you can learn to warp ships/fleets in and out to rotate in larger battles.

It's not a lot of micro on the battle side though, it's a lot of experimenting with combat behaviors and designs to get the ships to act how you want in battle

It's vanilla "behavior", I can't change that. Do keep in mind that if you tagswitch to country A and then tagswitch back to your country, country A will lose it's AI and will do nothing until you reload.

See above. Falling for rebels is usually the result of several things: recently lost war, reform mismanagement, sending your entire army to the colonies, war exhaustion. I can't stop the AI from failing.

That said, some problems are recurring because of a few things. Massive rebellions in India, Indonesia, Africa, UK, Germany and Philippines happen because of unemployment. That's a problem on how RGO size is modelled and it's something I'm trying to fix, if not for all of these places, at least for a few.
Russia usually has problems because they lose the crimean war, have big minorities and the AI usually send their armies to guard the eastern frontier. There's really nothing I can do short of remove the russian frontier with china.

I have no idea what's the problem in Central America though. I've seen them turn communist a few times, which hints at unemployment, but it shouldn't be that.

That event chain is largely the same as NNM. I don't think I made any alterations from what NNM does. That event specifically is made for the confederation to end and Peru to unite, though there's a chance the PBC will still try to keep it together.

If you call them, they always keep the alliance? Anyway, they might still break the alliance, they just can't do it while they are helping you in a war. After it's over, they might do it.

The way the AI works it has a set of attitudes towards other countries. I don't know how that flips, but it does, and the AI can cancel an alliance because of attitude change. Maybe you expanded too much and the AI is worried about it.

I think that's because they use the same reasoning to accept an alliance and to maintain it. When you propose an alliance to a country but you're at war, there's an "At war" malus, so when you're at war but you don't call your allies, this "At war" malus applies to them and they break the alliance.

It doesn't really seem like a bug to me. There are some bugs that reset relations when you load a game during a war, mind you, but that sounds like the normal AI flipping its attitude. Try to pinpoint the day. If it always happen in the same day, in the beginning of the month, then it's probably that. The game does a lot of calculations in the beginning of the month.
