IMO that's mostly for primaries. It matters a bit for secondaries, but not nearly as much. Secondaries in my shitty opinion really boil down to personal preference. Like say if you're Ozy. You'd rather have surrounded on a Fusion Rifle instead of Hotswap for some dumb reason because you need to support your 1.19 k/d.

All secondaries rely heavily on at least one roll though. They don't need specific combinations like most primaries (save for HCs which are fine as long as they have range), but Shottys are a shard without a range perk, Snipers are a shard if they don't have a decent scope, and fusions kinda need a bit of both range and stability to be decent.
Supplement perks are the icing on the cake.

Either they rolled in some prep code for RoI under the hood and it didn't go smoothly, or they just fired like all their administrative staff.

So Bungie fugged up their code with the recent balance update, now combine that with IB and the servers cant even handle themselves. Bullets shooting through walls, no sign of damage ref working, green bars that are clearly red bars, constant contacting Destiny servers while your internet is fine and dandy.
I think Bungie would rather take a couple hours of downtime to try and un-fuck whatever they fucked rather than have IB up and literally unplayable as the weekend slowly but surely approaches. Thats if they can even understand what the fuck they did, but we hope they do by now, at least for our sake.

Division is about as viable as destiny. The difference comes in the endgame. The Divison's two problems are that its version of a Raid (Incursions) is just a horde mode, it has nothing to do with problem solving, its just number comparing while the alternative is PVE activities inside a PVP area. And the second problem is that its weighed down by realism, in destiny a lot of endgame comes for grinding for gear and collecting shit. In Division that is nonexistent because the armor pieces don't have enough visual impact, the cosmetic items are so similar that there's little reason to search for specific items, and weapons all handle and play the same due to all the perks being "realistic". (No exploding heads, etc....) Its sad, if they just dropped the Clancy moniker. they could make fictional weapons/clothing and really embrace that strangereal setting they were trying to go for, which would make the game so much more appealing.

Don't use a spark of light, it doesn't level your subclass which is the more important part of leveling. Enemies drop engrams that decrypt to your level, post mission rewards are leveled to the story missions normal difficulty.
