As you get higher up, the matchmaking system is going to have a harder time keeping the queue time low while keeping the match fair. Often times you're just going to get a clusterfuck for the sake of a faster queue time... this is how stomp matches are created.
Also, solo queue leaves you open to other players who are solipsistic douchebags that want to play CoD. A full stack cures this but only if your friends aren't that guy.

Nigga. It's an animation where the time varies. It doesn't activate until he slams the ground. So, if a pharah knocks lucio into the air and he ults at the top of his air time, his ult doesn't proc until he hits the ground.

I wasn't really sure about the first, but it could have a limit on how low it goes. Revivng an entire team at 75% hp is still pretty strong, for example.It also fits the lore of imperfect ressurections
The second was more of to enable counterplay if the other nerfs are not applied. It makes killing mercy first something actually viable.
A lot of times teams will focus on mercy, but by the time it takes to mop up the rest of the team she has already shifted back into the area and just revives them. It would lessen the effectiveness of revives straight out of spawn, but the further away from spawn she has to travel the less the nerf hurts.
