Should I ever pop my resurrect on one player or should I always try to hold it for larger groups. My team often seems to go in 1 at a time and I end up not using it much.

If you dump all your ults at once any defense can be broken. But you also gotta make sure mercy dies beforehand or it will be for nothing.
This works but it takes coordination and working synapses, something you can't always find in pubs. It is for this reason that defense has a higher win rate at lower mmr and offense has a higher win rate at higher mmr. In fact offense has such a disgusting bias in tournament-level play that most pros just want 2cp straight up removed from ranked and tournaments

Usually I hook her to kill the mech and she pops out. I'm such a fatass I get absolutely shredded by her shotguns close range, and I usually win the mech-fight with somewhere in the neighborhood of 100 hp, with my hook on CD. She then proceeds to run circles around me with her very, very fast running speed and finishes me off with her pistol, or just ducks around a corner too fast for me to follow. This I don't have a problem with, it makes sense, but I just really do not have an answer to dealing with her.

After the first time you get surprised you check before going past any corner.

Remember she barely tickles you at range and you vastly outdamage her closer up. There's no real need to hook the mech as it's not a threat from further than a bee's dick away from you. Just save the hook for d.Va herself and oneshot her.
Other things to keep in mind are that you can mostly straight up outheal her with your E, and that both your M1 and M2's at their respective ranged do absolutely absurd amounts of damage as both her regular hitbox and her critbox in the mech are gigantic.
As for Reinhardts, you just fucking run up past their shield and pop them. Again, close up you out damage them just watch for charge or Hammer down. Only really worth hooking if you're literally going to die otherwise, or hook them out of charge but only bad Reins will do it from far enough away to let you.

Honestly most of the time d.Va is there to serve as a distraction, same as Tracer and Winston. Never let her distract you and your team from taking out higher priority targets - Tracer and Winston can be a pain, but you can honestly mostly ignore d.Va for the most part.

You can reload cancel with either melee or your E. But yes, managing your ammo is part of playing Roadhog well. Try not to lay down suppressing fire as much as you might with other characters or you won't have it when you need it. This one's obvious, but you should also never hook without any ammo left.
