horizontal recoil = can't do anything about it, so the weapon has to be intrinsically useful in spite of the recoil. The user doesn't need to do anything specific to actually use the weapon skillfully
vertical recoil = you can control it, so you HAVE to control it to use the weapon effectively, and if you ever mess up even once you're punished heavily. It also compounds with horizontal recoil, effectively forcing random and large diagonal movements that have to be constantly recentered while a horizontal recoil gun would stay perfectly on target. Guns with a lot of vertical recoil require the most personal skill to use
