game logic is capped since its tied to the frames.
however actualy fps is not capped.
it means however that logic ticks are dictated by the fps which means there can only be like so many logic operations happening in a second.
when there is more logic that needs to be done the remaining processes spill over causing a lot of frame stuttering.
it really was designed by monkeys.

Its really choppy even with enb off. I guess thats partly due to the AA and AF being maxed out on my tony's preset. I don't know why it would be taking 4 or 5 seconds to toggle effect, whereas its instant with any of these shit enbs.

I'm not certain that I'm in order yet. The last one was around 50 hours ago. I hadn't gotten around to turning windows updates off after the reinstall, so I had a couple hundred of them flooding in when I restarted. The bluescreens started again later in the evening after the reinstall. I rolled back a ton of those updates then turned them off and its been fine since. I'd be pretty pissed if something that simple really fixed it.
My framerate has plummeted though. I barely got 25-30 indoors before but now its rarely over 20.
