Not only will it mean that Security will have have a finite amount of uses for their not-tasers since they can't just run off to a recharger anytime and will run out of bullets, even one click too many can cause internal bleeding and send someone off on the wild ride. The idea of weapon printers in Sec has been shot down time after time, and no non-energy based weapon can ever be "non-lethal", especially since unlike tasers those weak bullets can still kill.
And besides, railguns and blunderbusses already exist for any self-proclaimed vigilantes, as well as revialvers, swords, blast cannons, and the Hivehand. Finally, the only way to stop people from printing guns is by enforcing Space Law against them, up to and including destroying RnD's protolathe and permabrigging the shitters who can't stop making guns.
As for taser immune people, adapt. There's shotguns in the armory for a reason, and the detective does a fine job of showing why ballistics as a "non-lethal" weapon is bad. And for the record, all the guns that only appear when Summon Guns is used are locked that way because they're stupidly OP. If you want to add them to the secure armory, you can do so- but you'd better nerf them into the fucking ground if you don't want Shitcurity constantly wielding machine guns.
