Important quests:
waterfall (gives bulk attk/str exp)
witches house (hp xp)
holy grail (bulk def and pray xp)
those three quests will bulk up your combat stats by quite a bit
theres a little exam miniquest thing you can do in the varrok museam that'll give you lv 9 hunter and slayer, thats always worth it
you should start working on the ardy diary 1 (look it up in the wiki if you dont know what that is) since it gives you a pretty good cape that also has unlimited teleports to the other side of the map, its very useful for fresh member accounts
beyond that just wander around doing whatever you want, its a sandbox game after all.

Hunter is not necessarily dead content, but it could offer much more. Right now the only useful thing about hunter is chins.
An interesting idea I thought of was to add a hunter boss with specific mechanics that require you to utilize setting traps, it would be a little more mini-gamey then typical osrs bosses, maybe even requiring elements of timing and teamwork.
