I guess. Of all the time I've spent playing I've almost never encountered anyone else with any hint of a "culture", just brutal pragmatism and min-maxing.
I think it has to do with the fact that we have such good logistics that we can take time to do fun things instead of just scraping by like most other tribes.
Still, even the uninspired metal boxes we tore down today were comfy compared to the inhuman, non-euclidean architecture of the Chinese hordes.

You can defend yourself against offline raids with some time and effort. Rust is a shell of a game. This game's devs use their time making and adding new dinos, but not fixing bugs that have been in since launch. Rust devs have all but given up making an actual game and only care about making you a black man with a tiny wiener based on your steam ID. Ya know cause that's what people want in their survival games...
Ark is less than perfect, but Rust is barely a fucking game. Your base doesn't even protect you from wild animals in that game, they clip right through when you log off.

Ark very much has PvP, there are some servers that are PvE only but that's choice.

I main a server on the island. Playing with the aqualads on the center has been a refreshing thing. I can't abandon all my work on the island, but since days I prefer the fun I have on the center. Map requires a fast mount to get around properly though. Pretty big.
