I play a lot of Roadhog. I tend to get the first shot, but it's not always so. And fighting Roadhogs, I can reliably get off an ability. Lucio blast, Pharah blast, Reaper ghost, Dva shield. I knew I'd be fighting the roadhog Cheese, and you don't just "hold it down", you tap it when the chain pull it right at the end. It's pretty easy.

It's not that he's broken, it's that he can contribute a shitton of damage with extremely little effort on the player's part because you can just hold down M1 in a general direction and shit out 120s easily which pisses a lot of people off. He still has his counters (even though he can panic mine he's still generally at a disadvantage at close range and he can't do much about a Pharah) and all that so he's not OP by any means, just one of the easiest for braindead players to use.
That being said he's my second most played because actually aiming direct shots and having the best personality in the game is fun as hell.
