Reinhardt. His machinegun is mostly ineffective against shield, it just doesn't do enough damage. Your best hope is to flank around and get him from a side so he has to choose directions, but if you can't you're kinda screwed unless your team can chunk down his shield for you.
Other than that, backline harassers like Tracer and Genji counter him pretty hard. Soldier is most effective at a distance, so anybody who can get in his face will give him problems unless you land a lucky helix rocket or something.

Though I wouldn't recommend using either two Winstons or two McCrees in most games. Those things kinda require the competitive meta, where the teams just group six and fly at each other and all ult at once, in order to really be as useful. Though two Winstons still works well on KOTH maps no matter who you're playing. I like two Zaryas better, but that's me.

Winston is solid. He's good at singling out weak targets, especially supports and snipers. Solid choice against squishy offense too. Reaper bones him though.

my biggest issue with the game in general is that i do no where near the damage other people do.
I'm sure i must just be shit or something and missing or miss judging my range or MAYBE its something like latency. But when im watching a replay of someone bumfuckin me, doesnt matter who they are playing, the damage they do looks like its double mine. I feel like im playing with airsoft guns or something.
Ill be on tracer and ill unload like 3 full reloads worth of ammo at people and then die or have to leave, but in another game a tracer will obliterate me. Same thing with other shit like Torb.
