I equate it to the music industry. They, the record companies, basically craft an act from the ground up to appeal to as many people as possible. That is why music today is very, very bland. The only way it can appeal to everyone, is to also have no one dislike it. Any acute instruments like guitars? Get rid of them. Pipes or brass? LOL yeah right. Vocals without autotune regulation? Oh hell no. Live performance without a voice track and lip sync? Too risky to the brand. Get rid of those. Adult lyrics are obviously out. No revealing clothing on stage or in the press. Keyboard? Yeah, add 40 of those bland, synthesized sounds that have no soul since it's hard for people to hate something that can't be defined.
It's probably about the same process for games like Fallout 3 where the developer was stripped of their creativity long ago because the marketing team said creativity is for hippies and art school students, and they're all broke and don't buy games.

I'd buy another season pass even if all the DLCs were nothing but new guns with new animations, power armor and gameplay mechanics. Bethesda has proven time and again that they couldn't write a good story to save their lives so all i want is what modders can't make - new animations and mechanics.

The game leads you to do that, because you have a quest where you're 90% likely to have Nick as a companion, and as soon as you're done with it, you get called in to do all the BoS stuff and Nick never stops you to say "hey maybe I should head back to DC".
