See, I think I have a perfect handle on what Bethesda's trying to do. Stay with me here.
The shitty WW DLC. The shitty rollout of Bethesda.net. The remastered Skyrim. It all goes back to paid mods.
When the Steam debacle crashed and burned, I read the interview and while everyone was cheering What Gabe said was very relevant, I feel. He said that they were trying to introduce this new schema into an established community, which obviously didn't work. It wasn't just the anger at modders, but the fact that there was no reason to use Steam over the Nexus.
Bethesda.net changes things. Console modding, which is proven to potentially be exponentially bigger than PC modding, is now possible. There's incentive to relocate to Bethesda.net, and they're trying to keep the idea of paid mods on the down low so people aren't scared away. Look at the DLC. They're really quite shitty DLC, but what do they all have in common? Assets. New assets. Lots of them. Most modders work entirely with vanilla tools, and consoles struggle especially with custom stuff, so this works wonders for modding.
They don't want to scare people away from the idea of paid modding. They want bethesda.net to gradually replace the Nexus, and past a certain point introduce paid modding once the community is reliant. A few angry modders leaving isn't an issue, Todd wasn't gonna make money off of them anyways. CK isn't that tough of a tool to use, and new people will always learn.
My prediction is thus. After the rollout of Nuka World, they're gonna announce the ability to price a mod. For a tiny, nominal fee, and a lot more going to the modder than before. Any outrage over that is going to be quelled by the announcement of TESVI, and that game will have paid modding right at the start.

I dont think paid mods will ever work, mods are fun, and I am deeply grateful for all the people who worked on the modding scene over the years, but only big mods will be worth the price of a dlc in the range of 5$/10$, any less than that and the modder will always receive only 5 cents after jewtesta has taken her cut, its not worth the pain and effort in the long run.

I refuse to believe Nuka World is the last DLC.
Far Harbor felt tiny even on survival mode and I can't imagine Nuka World being much bigger. I was all excited for getting at least 3 big DLCs but if they're really stopping at 2 then I'm going to be severely disappointed. Even fucking Skyrim had 2 big expansion packs and 1 small one and that felt bigger and beefier than what we've gotten for F4 so far.
I hate how Bethesda is focusing too much on settlement mode, because they've been able to make a lot of prime DLC back in the day (Shivering Isles, Point Lookout, etc). Now it seems they only see Fallout as a post-apocalytic farming simulator based solely on the fact that we're getting 3 wasteland workshops and only 2 actual story DLCs. Like, seriously? It's kind of cool that we can do all this shit, but I'd rather get rid of it all if it meant giving us more areas to explore and more quests to do.
If we do get more DLC after Nuka World, then I'm obviously going to relax, but if it really is the last DLC then it'd better be really damn good.
