It should work for any unit. I haven't bothered doing the math on it before now, and I don't know all factors involved, but let's suppose that all units advance at 1.75% XP per day spent running exercises. As I said, I'm currently seeing a little more than that on my units right now, but that might be modified by some unknown factor.
So, if done perfectly, this requires 20% training before deplyment, deployment as soon as possible, and then exercising for the last 80% XP to become Trained.
Assuming all divisions gain exercise XP at the same speed (seems to be the case for me, testing with two different kinds of divisions), the post-deployment training will always take 46 days.
Now, I don't have the training times for all kinds of division makeups, but let's take a look at two examples as France:
A purely Motorized division takes 90 days to train. A Heavy Tank division takes 180 days to train.
In the first example, the first 20% before deployment take 18 days, followed by 46 days of exercises for a total of 64 days. Faster than regular deployment, but not a lot.
In the second example, the first 20% before deployment take 36 days, followed by 46 days of exercises for a total of 82 days. The longer the base training time of the unit is, the higher the reward of deploying at 20% and exercising until Trained.
If the division train time is less than 57 days, normal deployment is faster.
The only downside would be the equipment use.

A lot of the issues with the AI is around its inertia, i.e. its inertia is too low when defending and too high when attacking so it isnt aggressive enough but keeps reevaluating the situation and moving troops around the defend this, but losing dig in bonuses in the process, it also strat-redeploys too much meaning with fast units it is very easy to intercept low org redeploying units along front lines.
None of these things can be fixed as they are to do with the AIs own utility functions.

Vicky 2 is actually a really simple game. It could be more complex if it gave the player more ways to intervene in the economy and the society beyong build factories.
Just learn what population groups do and use your focuses accordingly.

The thing is I did that when I first got the game and I've had this problem very recently and I have no idea how it happened. Plus, there's nothing in the map/cache folder at the moment. That's for the steamapps/common/Victoria 2 folder.
But what about the directory:
This PC/Local Disk (C:)/Users?User/Documents/Paradox Interactive/Victoria II/map/cache
Is this the one you're talking about? In this cache folder, you have several BIN files and a quad_textures folder with seemingly random numbers of quad_textures ranging from 23 to 259 in it.
It all looks pretty fishy to me. I've deleted this stuff before but after trying loading the game again and being forced to log out in the Ctrl+alt+delete menu and logging back in, and going back to the folder, I find that everything is back.
i.e. I'm really confused as to what I should do. Should I just go into Steam and uninstall/reinstall?

The start dates I've considered so far are mostly just for how interesting the scenarios are on the world stage, however; I'm not necessarily advocating playing any one ruler or even in any one region based on a start date, just in getting a world where some unusual things may happen. Where I play, when I start, if I'll play a pre-existing character or a ruler designer one, etc., will all be up to polls.

start by justifying war goal on Netherlands to take their colonial oil and rubber. They have only a few divisions in the entire area and no navy to speak of.
I've played Japan twice now. The navy you start with is great and can handle the UK fleets that will be inevitably sent against you with ease. I found having a sub and destroyer produced each month was fine. Keep the carriers outfitted with fighters and some naval bombers, maybe. Worked for me and I never even research new carrier fighters beyond the 1940 edition, and I left naval bombers at 1936.
Just put your navy into a mission where you need it. For island hopping just have a couple subs cover unprotected areas so you can utilize naval invasions quickly.

Improve the AI, Make it less likely to move troops around for slight changes in threat/danger values and make it avoid encirclement more actively.
Improve the economic scaling so blobbing into shitty countries is less profitable.
Add in fuel consumption, seriously, this is such a huge issue, or anything to represent munitions and other consumed material.
The USA's largest contribution to the war, was by no small margin, ammunition production.
Even ammunition without Fuel would be an amazing step in the right direction, if you don't want to pivot on fuel. It would allow modders to then mod fuel into the game without creating a PR nightmare for yourselves.

The German state failed in just about every way after Hitler came to power: the rebellions against Party rule were nigh-constant, the alliance with Russia fell through, the army never seriously recovered, etc.

Still, that war was the equivalent of two retarded dogs pissing all over each other. Britain had just been disarmed (and had been fighting a multi-year war with Ireland they almost lost), and Hitler fought more rebellions at home during the course of it than he did abroad. Please help me with air force and navy. I've had the same problem since DH and I think I'm just too retarded to figure this out. Whenever I build navies, they just get buttraped by the enemy, no matter who I play. I try get a few fleets of 20-30 ships with like 5 capitals and the rest screens.
With the air force, I can just never manage to get air superiority, even though I have hundreds of fighters and CAS.

No you stupid nigger, Air missions are assigned to entire swathes of territory. In the case of the Maginot line, it's part of Northern France which includes everything from Brittany across to Calais and down to roughly Switzerland.
As far as what air missions can do, there is no bombing missions that specifically says 'bomb military targets in this area' or even 'bomb military buildings'.
You can go 'attack ground targets' which is bombing tanks and shit, 'port strike' which tries to fuck up ships, or 'strategic bombing' which randomly fucks up buildings across the entire region.
As another example, I wanted 800 strategic bombers to try and fuck up the AA guns in Britain while I conquered France upon which I'd spam a shitton of paratroopers and CAS from Calais and Normandy. Unfortunately I was informed that all AA guns facing France were at full health but I'd wrecked most factories and shipyards across all of south England, which is roughly from York down.
