When you have all the es nodes and the gear and your es is comfortably at like 2.5-3k, so around 75-80 or so. At least that's when I did it.
You should have about 5-6k after the respec pretty easily (unless you're a poorfag like me and using a tabuladon't fucking do this, your chestpiece is at least 3k es).

You can get a 5l 760 es vaal regalia for 3,5 if that's your budget. Splendours are decent but a good rare is usually better unless you're wanting the mana on kill etc.
