Several CS pros who AWP use mouse accel for snapping because their muscle memory is used to how much mouse movement is required to move a certain distance across the screen at a certain speed. Since you're moving your mouse so fast, you technically have an advantage as far as snap shots go while also being able to use a low sensitivity when using your mouse normally/not moving it super fast with a low acceleration turned on.
This 'ACCELERATION SUCKS' meme comes from a lot of shooters where yes, having a slow and consistent mouse speed is better in the end as far as consistent performance is concerned (tracking enemies with scout for meatshots, spraying with a rifle with a recoil pattern in CS, etc)

Tbf making the head hitbox bigger for balance reasons makes sense so that you aren't limited by game balance when it comes to visual design of the characters
You dont want the characters to have giant heads that look stupid just to have accurate visual info
