Well, friend list sizes are somewhat immaterial. You could just as easily have a friend list and see most people playing Destiny depending on who you're connected with.
What matters to Bungie, and the decent stream turnout was indicative of this, is that -enough- people are playing. Us on /dg/, we're oftentimes a bitter and outspoken bunch, but for the wider audience for lack of a better term, The Division didn't kill Destiny. Bloodborne didn't, Blops III didn't, Overwatch didn't, Watch Dogs won't, XV probably won't either.
There will always be core devotees who keep the game alive, and even now I still see the odd new player in the Tower.

It's not that there's THAT ONE GAME coming and suddenly the playerbase will go into the negatives and the force of the implosion would destroy Bungie HQ.
That being said, even though the playerbase has shrunk, Destiny is still holding up well. It still has more players that many games that came after it and which had a decent amount of hype.

What you want on Arminius is Counterbalance and Braced Frame. The 3rd perk almost doesn't matter. Holo Sight is good too. It has more kick than Doctrine but its essentially the same thing. It will melt from ranges it shouldn't.
