Unless you are supremely unlucky, you don't have to reroll in order to get a good start. Except for Yoda, the difference between SRs and SSRs is small. The most important part of doing well is your weapon pool, which is all about grinding.
Lategame, on the other hand, is very reliant on characters. You can trust in the gacha, but I'm sure you know how fun that is. If you're willing to pay, though, Granblue is more generous than most mobage. All tickets that let you pick a character are $30 USD and you need 3 character minimum to have a complete team. In theory, even if you have the worst luck on the planet, you can spend $90 and handpick your team.

I can run the chrome app pretty well on a a piece of shit sub-$100AUD Windows tablet that I brought at an even cheaper clearance price for portable KanColle-ing. I'm not sure how the specs compare to a Surface 2 but I doubt they're any better than what you're looking at, so you should be fine.
